One of the most important indicators of the quality of life is the level of environmental safety and improvement in municipalities.
The Government of the Russian Federation has promulgated a national project of socio-economic development, the purpose of which is to improve the level and quality of life of the population.A significant aspect in the implementation of this project is the creation of conditions for comfortable and environmentally safe living of citizens by the local self-government bodies of the municipal formation "City of Kaluga", the formation of modern urban infrastructure and the improvement of common areas of the municipal formation "City of Kaluga".
Technological progress has given rise to a whole range of factors that affect almost all aspects of human activity.The urgency of the problem of environmental safety and improvement in municipalities is dictated by the tension of the environmental situation, due to intensive industrial and other economic activities.
A high quality of life and health of the population can be ensured only on condition of a comprehensive solution to the problems of improvement of the territories of the municipal formation "City of Kaluga", preservation of biological diversity and natural resources.
The presence of a developed industrial base has a serious impact on the natural environment and human habitat: air basin, surface water bodies, vegetation.The increase in the number of vehicles in recent years also creates environmental problems in the areas of their storage and repair, disposal of waste oil products, scrap metal.The main pollutants emitted by industrial enterprises into the air are carbon monoxide, nitrogen dioxide, suspended solids, organic matter, metal compounds.Pollution of surface waters of rivers by city enterprises most often occurs due to non-compliance of discharged storm and industrial waters with regulatory requirements.As a result, river waters in wastewater discharge zones are seriously polluted by compounds of nitrogen group substances, oil products, metals.Emissions of harmful substances into the atmosphere and water bodies from all sources of pollution cannot but affect the vegetation, both within the city of Kaluga and beyond.With the intensification of industrial production, improvement of the life of the population, there is an increase in the volume of household and industrial waste, which requires the organization of careful control of the flow of waste from its producer to the places of disposal and recycling in order to prevent pollution of the natural environment with waste in unauthorized places.To solve these problems, the municipal program "Urban Environment" was developed.
2017 was declared the Year of the Environment in Russia by the decree of the President of the Russian Federation.This is done to attract public attention to environmental problems and to hold mass events aimed at solving environmental problems.
It is planned to pay special attention to attracting the younger generation, enhancing the role of environmental education, changing the attitude of citizens to environmental problems.
In this regard, the City Council of the city of Kaluga has prepared a number of measures aimed at preserving the natural environment and improving the quality of life of the population of our city.
